Why Mike Berardino Left Pedro & Randy Johnson Off HOF Ballot

Mike Berardino of the Pioneer Press left Pedro Martinez and Randy Johnson off of his Hall of Fame ballot while voting for 10 other players.
Here is his explanation. I would have approached it differently (especially on Mr. Bonds and Mr. Clemens), but here it is:

On the surface, it would seem his responsibility as a voter is to vote for the 10 most deserving, but I understand the algebra involved here given the constraints put on voters.
