Chad Billingsley will attempt to restart his MLB career in 2015 with the Philadelphia Phillies:

Billingsley, 30 and an All-Star in 2009, hasn’t pitched since April 15, 2013. He had pitched his entire career with the Dodgers before having Tommy John Surgery in 2013, followed by a flexor tendon surgery on the same elbow in 2014.

He has a career 3.65 ERA and 3.67 FIP.
